LT Court Tech’s team has significant experience in building and implementing web-based case management solutions that demand high levels of data integrity, security, reporting access, and system performance, for the appellate and trial/municipal courts.

The original developers of our product have continued in their roles of providing leadership and innovation in the development and implementation of our products and solutions. We have consistently gained recognition by our clients for the innovative and results-oriented approach in data modeling, design, and performance optimization of the solutions that we have built.

For each new project, a dedicated and experienced team is assigned to the court and works closely with its personnel to develop a system specific to the court’s requirements.

Victor von Klemperer, President

Born in Zimbabwe, received his tertiary education in Germany, after which he joined the Dresdner Bank in Duesseldorf as a foreign exchange trader. His career took him through Zurich, New York, Sydney and finally to Frankfurt as the bank’s global head of FX and precious metals trading.

In December 1996 he acquired Counsel Press in New York and in 2004 the Appellate Case Management Group of Verilaw Technologies. Counsel Press was spun off in 2005 and von Klemperer retained his interest in the Case Management company, later renamed LT Court Tech LLC.

Manoj Jain, Vice President

Manoj’s responsibilities within LT Court Tech include overseeing the successful delivery of projects and assuring a high degree of client satisfaction for the C-Track product suite. Manoj has been involved with all of LT Court Tech’s appellate court implementations.

Prior to joining the current LT Court Tech team in April 2002, Manoj was the Director of E-business Solutions at Sengen, Inc. (formerly Bluestone Consulting, Inc.) where he managed all aspects of Sengen’s software implementation program, including client business development, facilitation of client requirements sessions, resource planning and scheduling, and program management across all projects.

Manoj has a Ph.D. in Computer Science (1996) from Indiana University, Bloomington, Indiana; M.S. in Computer Science (1992) from Indiana University, Bloomington, Indiana; and Bachelor of Technology (Honors) in Computer Science & Engineering (1989) from Institute of Technology, BHU, Varanasi, India.

Jamison D. Sarno, Director

Jamie’s responsibilities within LT Court Tech include managing the product development team on the architecture, design and development of the C-Track product suite. He has led the design, development, and implementation of all C-Track deployments. Jamie was also a senior developer/architect on the CLAIMS application, the Philadelphia Municipal Court’s Case Management and Electronic filing system that is currently in maintenance phase.

Jamie has a B.A. (Honors) in Management of Information Systems (2000) from Neumann College, Aston, Pennsylvania.

Robert Bloss, Program Manager

Robert’s responsibilities within LT Court Tech include directing the project management team for the development and implementation of the C-Track product suite.

Robert is a Senior IT Manager with over 25 years experience in directing software development efforts for the banking, pharmaceutical and chemical industries. He has over 18 years experience in leading Object-Oriented projects as a Project Manager, Architect, Mentor and Developer. Prior to joining the current LT Court Tech team in October 2005, he was a Sr. Group Manager at MBNA America where he was responsible for the overall planning, budgeting, and execution of all Internet development functions at multiple locations. This included directing all IS operations to meet customer requirements, support and maintenance of existing applications and development of new technical solutions.

Robert has a B.S. in Chemical Engineering and process control (1978) from The University of Akron, Akron, Ohio.

Christine Levy, Project Manager/Business Analyst

Christine’s responsibilities within LT Court Tech include the project management and business analysis for the development and implementation of the C-Track product suite.

Christine has been in information systems for 25 years as a developer, business analyst, and project manager. Prior to joining LT Court Tech, she worked for the Oregon Judicial Department for 7 years as an analyst and project manager, implementing several major systems and components of the Oregon trial court case management system. She was the project manager and lead analyst delivering C-Track for the Oregon Court of Appeals and Supreme Court. Her duties included detailed business process modeling, gathering requirements, managing the procurement process, leading the C-Track configuration, and data migration mapping.

Christine has a B.S. from Oregon State University and is an Oregon Certified Project Management Associate.

Judith Rankin, Quality Assurance Manager

Judy manages the functional testing and documentation on all projects at LT Court Tech. Judy has years of experience in the testing of appellate case management systems. Her responsibilities include the tracking and analysis of all bugs, ongoing communications with developers to resolve bugs, and the development of test plans. Active in the requirements analysis and review of all functional specifications and UI design, she is also responsible for the writing of client user manuals.

Judy has a B.S. in Engineering from Widener University, Chester, Pennsylvania.

Jarrod Note, Technical Manager

Jarrod manages the design and development of the customized and configurable functions in C-Track. He has experience in analyzing and documenting C-Track business requirements, managing the development of C-Track solutions, assisting clients with its configuration, and installation of the finished product. Prior to joining LT Court Tech, Jarrod was a Project and Technical Manager at Thomcomp Inc. and Encyclopædia Britannica.

Jarrod has a B.S. in Computer Science from The University of California, San Diego.
